Frans obtained his MSc from Wageningen and PhD from Groningen. Then, following a Postdoc at CentER, Tilburg, he returned to Groningen as an Assistant Professor in 2004. He was appointed to a Letureship at the University of Stirling in 2007.

His research interests span environmental economics, applied microeconomics, and the economics of technological change.
